Scannell properties unveils comprehensive master plan for Scarborough warehouse and distribution hub

Scannell Properties, LLC’s presented its master plan for a warehouse and distribution space on the former Beech Ridge Motor Speedway site at 70 Holmes Road to the Scarborough Planning Board Dec.11. Scannell Properties, LLC is requesting master plan review of a 30,560-square-foot warehouse with a separate office space and a three-bay maintenance shop. The project also includes a vehicle circulation yard, fueling area and an axle scale.

Following the closure of Beech Ridge Motor Speedway, the property owner proposed a development plan in 2021 for the over 5-acre site. Due to zoning regulations, any development requires a three-step planned development process, including site inventory and analysis, a master plan, and site plan or subdivision approval. The Planning Board reviewed the project through two site inventory and analysis sessions in November 2021 and February 2022. After the 2022 review, the board approved the project to advance to the master plan phase. At the recent sketch plan review on Oct. 30, the board appeared comfortable using the 2021/2022 site inventory and analysis. Approval of the master plan would lead to a formal site plan review with the Planning Board.

Eric Sanderson, assistant town planner, underscored the master plan’s role in the redevelopment of the over five-acre site, citing the zoning ordinance’s requirement for a thorough plan development process. “Master plan proposal for the redevelopment of the former Beech Ridge motor speedway requires a site inventory and analysis as well as a master plan,” Sanderson said.

“The proposed master plan submitted for our proposed truck terminal remains largely unchanged from our initial sketch plan submission,” said Justin Olashuk, the representative for Scannell Properties. He highlighted an addition to the master plan, the identification of potential development areas, emphasizing zones beyond existing wetlands and vernal pools.

Olashuk said that the primary concerns of the Planning Board revolve around water supply, fire suppression, traffic mitigation, and breaking up the large parking area. He proposed measures such as existing vegetated buffers, sound and visual buffers, and a memorial at the intersection of Holmes Road and Two Rod Road.

Public comments reflected residents’ apprehensions regarding potential impacts on water supply. Warren Hamilton, a resident on Two Rod Road, voiced concerns about water scarcity, “I’m scared to death we’re going to run out of water. I used to be able to dig a hole outside my house and get water, not anymore. I have a dug well, and it’s low.” Others described worries about traffic and the need for infrastructure improvements.

Denise Hamilton, during her public comment on Zoom, raised concerns about potential odors, “Diesel fuel smells, hundreds of tractor trailers with diesel smell is going to cause an odor. Probably as much if not more than the marijuana smell next door to us. You need to start talking to the taxpayers and the neighbors. And, what’s in our best interest, not the best interest of the developers. This is affecting our water. This is affecting our safety.”

The board, cognizant of these concerns, expressed a need for further research on key issues before the submission of the application for a site review. Chair Rachel Hendrickson said, “In the hope of moving through this please, when you come to us, don’t send us an application until a lot of these issues have been researched.”

"Everybody wants to save money." Excitement builds for Maine's first Costco

A buzz of activity could be seen outside the new Costco Wholesale store just off Payne Road in Scarborough on Tuesday. Delivery trucks could be seen coming and going. The parking lot was full of cars and the store isn't even open yet.

More than 8,000 people have signed up for a membership since the news that the store would be coming to Maine. Inside the lobby Tuesday, there was a packed house with long lines of future customers ready to pay $60 for a yearly membership. Costco has what some call a cult-like following.

"I think it's the quality of the product you get there. I belonged when I was out in Seattle which is where Costco started as a company. And really there's nothing you can't find there that you need," said Craig Russell, of Scarborough, who was at the store to purchase a membership.

The anticipation for the new Costco has been building for months. The 152,000-square-foot building is located near the entrance of The Downs development. The company said it has hired more than 200 employees.

"I just think they have more inventory and it's pretty exciting for people to go look at and the price, the prices. Everybody wants to save money," said Jane LeBlanc, of South Portland.

Costco does not seem to be worried about competition in the area. Costco's basic membership plan starts at $60 a year. Sam's Club, located just across the street from the new Costco, offers a yearly membership of $50. The nearest BJ's Wholesale, located on Warren Ave. in Portland, is offering a promotional membership of $25 per year. All three wholesale giants have gas stations, with discounted prices for members. All three were offering gas for a little over $3 a gallon on Tuesday.

Customers we spoke with were offering all kinds of reasons why this new store is such a big deal.

"They just have good, everything. They have good sheets, clothes, meat and everything. It's great and they have such a nice variety, and it's big, and it's clean, and it's exciting for people my age who like to go shopping," said Connie Muller, of Scarborough.

Costco's grand opening is set for Friday, Nov. 17, at 8 a.m.

Developers at the mixed-use The Downs property in Scarborough broke ground today on a new, $130 million project that, when finished, will become Scarborough’s new downtown.

It will be the first downtown area to be created in an established community in Maine’s history.

The project, expected to be finished by 2025, is the latest in a series of developments on the 600-acre property, which has been abuzz with construction work for the past five years. The property, located in the center of Scarborough, is the former home of Scarborough Downs, the racetrack which held its last harness racing event in 2020.

Rocco “Rocky” Risbara, Scarborough native and co-owner of Risbara Bros. Construction, noted Wednesday that so far, developers have created 560 residential units ranging from market-rate to senior affordable housing.

Town officials clashed with developers in the spring of 2022, when the town amended local ordinances to cap development to only allow building permits for only 44 new residential units a year.

The town eventually gave developers a temporary exemption to allow residential construction to continue.

Risbara also noted the creation of over 1 million square feet of commercial space. Notable companies moving into The Downs include Westbrook-based veterinary products developer IDEXX Laboratories, which has opened a 100,000 square-foot location on the property, retail giant Costco, which is planning to build its first location in the state in The Downs, and Allagash Brewing Co., which plans to build a tasting room on the property to complement its existing brewery in Portland.

The downtown project, Risbara said, is the next step in the area’s ongoing work.

“We knew we had the right location for this project, because where we’re standing today is not only the center of the Downs project, but it’s the geographic center of Scarborough,” he said.

Gov. Janet Mills told the crowd Wednesday that she had visited the former Scarborough Downs racetrack on several occasions in the past, but marveled Wednesday at the development work underway and yet to come.

“People use the word, ‘transformative’ a great deal in talks these days, but I can’t think of anything more transformative than what I’ve seen today,” she said.

Plans for the downtown project include a proper town green surrounded by sidewalks and mixed-use buildings, each with shops and other commercial spaces on the ground level, and housing on two floors above. The units will be of various price points, developers said in a release.

Kristina Egan, executive director of the Greater Portland Council of Governments, noted that GPCOG has set a regional goal of seeing 75% of new homes in the area located near jobs, schools and local services.

In addition, GPCOG wants to see most new homes be available to people of lower and middle income.

“This project knocks those goals out of the park,” she said.

The town of Scarborough has been wanting a downtown area since the concept was first written into its comprehensive plan in 2006.

Travis Kennedy is chair of the downtown committee, a group of local citizens, business owners and town officials that worked with Risbara and the Downs developers on what the downtown area would look like. On Wednesday, Kennedy recalled the first Zoom call with the developers.

“I had an expectation that we were there to rubber-stamp something,” he said.

To his surprise, Kennedy recalled, the developers said just the opposite – that they were there to implement what the committee wanted. He said a year later, everyone had a vision, and the developers were prepared to make it happen.

“We all had the same vision in our minds of what a center of Scarborough would look like and feel like,” he said.

Mills, in remarks after the ceremony, mentioned Kennedy and the committee’s collaborative experience with the developers.

“What’s amazing, that you heard today, is that instead of the developers going to the town and saying, ‘this is what we’re going to do, or want to do,’ is them going to the town and saying, ‘What would you like us to do?’” she said. “That’s a great turn of events, and I think that’s creative, imaginative, and a successful partnership that makes things like this happen.”
