Nat Tupper celebrated his retirement at a gathering Jan. 5, wrapping up more than 32 years as Yarmouth’s town manager.

Among other gifts, Tupper received a box of notes from town councilors who had worked with him from 1992 to 2024. Public Services employees paid tribute to him with a video.

“Of all the town managers I’ve worked with over the years, and there have been many, you are certainly the best of the best,” Town Engineer Steven Johnson said.

Tupper said he will miss the friends he has worked with over the years.

“I have been so blessed with this amazing group of friends,” he said.

Tupper announced his retirement in October of 2023. He said at the time that it was time for new leadership in town.

“After a while you become the institution, and that’s not what I want,” he said.

Cumberland Town Manager Bill Shane will miss his day-to-day talks about the town with his staff when he retires in June.

“We have some of the most talented staff here in Cumberland,” he said. “I couldn’t have been the manager I have been without the staff I have here. They’re amazing.”

He’ll also find it difficult to step away from his role as founder and leader of the Cumberland Community Food Pantry, where he has volunteered alongside his wife Linda Shane for 12 years.

“It’s special. That’ll be one of the hardest things to walk away from,” Shane said. “But I don’t want to be the guy who doesn’t know when to leave.”

Shane’s retirement announcement this month after 21 years on the job wasn’t a big surprise. He’d told the Town Council three years ago his new contract would be his last. The council is currently searching for Shane’s replacement.

“We are going to miss working with Bill when he takes his much-deserved retirement, but are also so very grateful to have had him at the helm for the past two decades,” Council Chair Mark Segrist said.

“While I have only had the pleasure of working with Bill for the last few years, I can honestly say that he strengthened my view of and appreciation for good local government and what it can be,” he said.

As both an engineer and a town manager, Shane is a hands-on problem solver who also has the ability to communicate complicated problems in a friendly, light and easy-to-understand way, Segrist said.

A graduate of the University of Maine, Shane began his career as a civil engineer working for the town of Yarmouth, and transitioned into town management in 2003.

In Cumberland, Shane helped facilitate the secession of Chebeague Island, boosted the town’s commercial development by over 7% and preserved open green space and trail systems.

Shane said he’s looking forward to slowing down, spending more time with his four granddaughters, and focusing on his health during retirement.

While he plans to work at least part-time in a field like civil engineering for the next few years, Shane doesn’t know what else is next.

“I might be kicked out to the golf course every morning and my wife will say, ‘Don’t come home until 5!’” he joked.

Royal River Community Players brings the classic tale of “Heidi” to the stage next month in a “labor of love” dedicated to the play’s former director.

RRCP newcomer Vanessa Glazier will direct the show, about a joyful young girl who wins over her reclusive and resentful grandfather when she is sent to live with him in the Swiss Alps. Glazier said she’s happy to be directing the beloved story of optimism and hope, but it’s also bittersweet.

Originally intended to premiere in 2020, the RRCP production of “Heidi” was put on pause for the pandemic. When quarantining lasted longer than anticipated, Executive Director Chris Sullivan promised the cast and crew they would do the show as soon as they could.

Then, tragedy struck. The play’s director, Emily Rowden Fournier, co-founder of the Recycled Shakespeare Company in Waterville, died in a whitewater rafting accident in July 2020 at age 32.

“A child went overboard, and Emily saved the child but didn’t make it,” Sullivan said.

The cast and crew are determined to make Fournier’s vision for “Heidi” come to life.

“It’s a labor of love,” Glazier said.

Glazier had a personal connection to Fournier. Growing up in the Waterville area, she sometimes helped to babysit her. As an adult, she worked with Fournier’s sister-in-law and later joined the Recycled Shakespeare Company to direct several shows.

“It means a lot to her mother that I’m able to step in and do this,” Glazier said. “I want to do it justice for the company and for her memory.”

RRCP invited all performers originally cast in “Heidi” to return for this year’s production, Sullivan said, and many have. As a theater “for all ages, by all ages,” the cast ranges in ages from 7 all the way up to seniors.

“I couldn’t ask for a better cast. I’m very happy with how things are going,” Glazier said.

“Heidi” will run from Feb. 2 until Feb. 11 at the Royal River Community Playhouse in Yarmouth. Tickets are $20 and can be purchased online at royalrivercommunityplayers.com.

Town Pride, a Yarmouth wholesale company specializing in customized apparel and gear, opened its first brick and mortar store Saturday at the Shoppers Village plaza on Route 1.

Tamara Moran of Yarmouth started the company in 2021, after her teenage daughter missed out on a chance to buy a Yarmouth sweatshirt.

“There was no place to buy anything cool with ‘Yarmouth’ on it,” Moran told The Forecaster. “We decided to start an online store to sell cool Yarmouth stuff.”

With a background in wholesale retail, Moran decided to turn Town Pride into a wholesale company. It sells everything from sweatshirts and tote bags to travel mugs and stadium chairs, emblazoned with the names of towns, states, teams or organizations, slogans and other designs.

“It took off,” she said.

Over the past two years, Town Pride has sold its U.S.-made products in all 50 states, including at the majority of the national parks.

“We sell a lot of products and they go to a lot of different stores, but we’re never there when they get sold,” she said. With the new retail shop, “we’ll be able to see how excited customers are.”

The Yarmouth store not only gives customers the opportunity to buy goods to show off their own town pride, it also allows the company to give back locally.

“We focus on empowering women and minorities and giving back,” she said. “We talk a lot in our company about giving back.”

Donating to food insecurity programs in the Yarmouth community is the store’s goal now and throughout 2024, she said. At last weekend’s grand opening, Town Pride gave shoppers 20% off their purchases if they donated to Yarmouth Cares About Neighbors or brought a bag of food valued at $20 or more for the Yarmouth Community Food Pantry.

“We are grateful for Town Pride’s support during their opening weekend,” Yarmouth Community Food Pantry Steering Committee member Anne Ball said. “The Yarmouth Community Food Pantry serves over 60 families a month and we rely on the generosity of local businesses and community members for support.”

Ecomaine is accepting nominations for its 2024 Eco-Excellence Awards to honor recycling, sustainability and waste diversion advocates in Maine who are creating more sustainable models of living in their communities.

Nominations are open Jan. 17. Nominees can be businesses, schools, nonprofits, municipalities or staff, or individuals. Yarmouth Town Manager Nat Tupper is retiring in January after 32 years on the job.

Tupper’s announcement last week came as a surprise to the council, according to Chairman David Craig, who said the search will get underway for an interim manager and a search committee will be formed to find Tupper’s permanent replacement.

“It’s not just another town manager retiring,” Craig said. “People really care about him, and he really cares about the town. It’s pretty deep, it’s pretty emotional.”

Over the last three decades, Tupper has become a “fixture” in Yarmouth, he said.

Tupper, 66, said he’ll miss “just about everything” about the job, but it’s time for new leadership in town.

“After a while you become the institution, and that’s not what I want,” he told The Forecaster.

The job can be all-encompassing, he said, and he looks forward to figuring out what else he enjoys.

He began his career in municipal government in 1980 as town manager of Winter Harbor. From there, he moved on to town manager positions in Livermore Falls and Barre, Vermont.

When Tupper, a South Portland native, took the Yarmouth job in 1991, it felt like “coming home,” he said. He and his wife Judy watched their three children grow up in the Yarmouth community.

“It’s been a great place to raise a family. I’ve never wanted to be anywhere else,” he said.

As town manager, Tupper’s ushered in new schools, land conservation, the return of bus service to town and economic development among other accomplishments, though he humbly says it’s the work of an excellent staff, Town Council and community that has kept the town growing.

“The people I work with are fantastic, and it’s such a lovely community,” Tupper said.

Tupper has won numerous awards for his work and leadership, including the 2013 Linc Stackpole Manager of the Year Award from the Maine Town, City and County Management Association.

“It will be different without Nat,” Craig said. “He’s the best. Every time there’s a difficult problem, he thinks about it and comes up with a creative solution.”

Craig plans to meet with town staff next week to discuss ideas on how to move forward, as well as to offer some reassurance during the transition period, he said.
